Lumino's power not working

As the title states, Lumino does not gain Armour/Resistance/Counter-attack as intended:

Working as intended.
The condition is "prosecution 6", meaning you need 6 vigilantes (allied or enemy) on the board for the power to be activated. In your example, there are only 5 (incl. Grougal)

Oh, is that so, thanks for this info!
That said, I couldn't find any in-game explanation of this power, did I miss something?
